Hubei Pulyn Standards Technical Service Co, located in the Wuhan Economic & Technological Development Zone (WEDZ), is a professional third-party testing consultation service provider and national high-tech enterprise.
Boasting 5,000 square meters of comprehensive laboratories meeting ISO standards, it is capable of testing products in agriculture, disinfection, medicine and cosmetics.
The company was established and gained CMA certification in 2017. In the next few years, it was also granted a laboratory permit for the use of animals, and for certification of food and agricultural products, and has become part of the first group of cosmetics testing institutions authorized by the National Medical Products Administration.
Last year, China released regulations on cosmetic products, requiring that all products claiming to have any of six functions, including skin maintenance and cultivation, acne removal, and sun proofing, must carry out a cosmetic human body efficacy test.
"It is not easy to get national permission to conduct cosmetic human body efficacy tests, because there are many strict requirements in terms of the laboratory's area, environment, and background and the competence of researchers," said Cheng Lihong, general manager of Pulyn.
According to the stipulation, workers involved in the cosmetic product safety assessment must have at least five years of work experience in biomedicine, chemical engineering, and toxicologic studies.
There are only five testing institutions in Hubei authorized to carry out the cosmetic human body efficacy test throughout Hubei.
