10 rules for making WEDZ new talent hub

The Wuhan Economic & Technological Development Zone (WEDZ) issued 10 special rules on May 27 in an effort to become more attractive to talent.

The rules are an upgraded version of those released in 2019 and are meant to offer more supportive policies to attract, cultivate, and retain talent.

More flexible and targeted subsidy and incentive package plans have been formulated to prioritize young entrepreneurs and engineers. For example, strategic technology talent will be granted a maximum of 100 million yuan ($14.59 million); a maximum subsidy of 10 million yuan will be given to leading industrial talent over the course of three years and high-end entrepreneurs over the course of five years, respectively. In addition, outstanding executives and technology service personnel will receive funds of up to 5 million yuan and 500,000 yuan, respectively.

The zone encourages graduates and postgraduates, especially graduates of double first-class universities, to work or start businesses there. A special "Auto Valley Scholarship" was established to promote pragmatic cooperation between the zone and these universities.

Rural vitalization has been included among the rules for the first time, and the government has rolled out plans to introduce talent in the fields of education, healthcare, culture and sports and rural vitalization.

Local universities are encouraged to recruit 100 high-end talents from enterprises as "industrial professors" of the zone. Each of them will receive up to 300,000 yuan in subsidies.

Meanwhile, WEDZ recognizes efforts made by its departments and enterprises to serve talent by granting awards for talent recommendation recruitment and retention.

School-age kids of high-end talent will be prioritized in choosing public schools and will receive a subsidy equal to 30 percent of tuition if they are enrolled in private schools.

Talent healthcare centers will also be built in the zone's tertiary class-A hospitals to provide professional outpatient and physical examination services for talent.
