To cope with the challenging situation of epidemic prevention and control, 31 provinces, municipalities and autonomous regions released rules for trans-provincial travel. People from different risk-level areas have to abide by the following requirements or possess the following materials when traveling to the indicated cities:
To Beijing
From low-risk areas: a green health code, register personal information on the JingXinXiangZhu (京心相助) WeChat mini program, make contact with their community or company in advance. People from low-risk areas under closed management in Beijing should have their health conditions monitored locally for 14 days.
From medium-risk areas: a negative nucleic acid test report conducted within 72 hours before boarding; a 14-day home observation or isolated observation when the conditions for home observation can't be met.
From high-risk areas: a negative nucleic acid test report conducted within 72 hours before boarding; a 14-day isolated observation.
Anyone in close contact with a confirmed or asymptomatic case should have a strict "14+7+7" health management service – a 14-day isolated medical observation at designated sites such as hotel rooms, followed by a 7-day home monitoring of health conditions, with an ensuing 7-day general monitoring of health conditions.
To Tianjin
From low-risk areas: a negative nucleic acid test report conducted within 7 days, a 14-day home quarantine and medical observation, a nucleic acid test every 7 days during observation.
From medium or high-risk areas: people who have left the medium or high-risk areas for 14 days and hold a negative nucleic acid test report can move freely; people who have left for less than 14 days should provide a negative nucleic acid test report conducted within 3 days before arrival in Tianjin, and must undergo an isolated observation until they have left for 14 days, as well as two nucleic acid tests.
From low-risk areas in the administrative divisions where a medium or high-risk area is located: in addition to Shijiazhuang, Xingtai, Langfang in Hebei province and Daxing district in Beijing, people from other low-risk areas in the districts or cities where a medium or high-risk area is located should provide a negative nucleic acid test report conducted within 3 days; those unable to provide a report should immediately take a nucleic acid test and stay home for observation until the result is issued.
For people engaged in high-risk work such as loading, unloading, handling and transport of imported goods (including cold chain food), port quarantine, border inspection and isolated cases transit: a negative nucleic acid test report conducted within 3 days before arrival in Tianjin, those unable to provide a report should immediately take a nucleic acid test. Returnees should have a home quarantine until they have been in Tianjin for 14 days and have a nucleic acid test every 7 days; other people should have a home quarantine until they have left the exposed environment for 14 days and have a nucleic acid test every 7 days. Amid home quarantine, people should have their body temperature measured twice a day and stay home as much as possible.
To Shijiazhuang, Hebei province
At the Hebei province epidemic prevention and control press conference held on Jan 12, it was requested that epidemic control sites be set up at all the borderline entrances and exits of Shijiazhuang and its Gaocheng district, as well as Xingtai and its county-level city of Nangong. People with intention to enter or leave the above areas should be persuaded to abandon the journey. Twenty-four-hour patrols will be conducted on the rural roads of the above areas to ensure that vehicles and personnel will not leave the villages, counties, and cities. In the cities of Shijiazhuang and Xingtai, pavement patrols by traffic police will promptly discover and deal with vehicles and personnel traveling in violation of relevant rules.
People from Shijiazhuang who are in other places should not return to the city unless absolutely necessary. They must contact their community before returning.
To Taiyuan, Shanxi province
From low-risk areas in Hebei province: a negative nucleic acid test report conducted within 72 hours; people unable to provide a report should immediately take a seamless and hermetic nucleic acid test followed by a 14-day home quarantine and medical observation.
From other low-risk areas: a green health code and a digital travel record, report to their administrative division.
From medium-risk areas: a 14-day home quarantine or isolated observation when the conditions for home observation can't be met, two nucleic acid tests.
From high-risk areas: a 14-day isolated observation, two nucleic acid tests.
To Hohhot, Inner Mongolia autonomous region
From low-risk areas: a green health code.
From medium-risk areas: a valid negative nucleic acid test report conducted within 7 days and a 14-day health monitoring.
From high-risk areas: a 14-day isolated observation and medical observation, a 7-day home quarantine and medical observation, three nucleic acid tests and a serum antibody test.
To Shenyang, Liaoning province
From low-risk areas: a health code, no contact with confirmed or suspected case.
From medium or high-risk areas: a 14-day isolated observation, have a nucleic acid test every three days during quarantine and 7 days of health monitoring in the community after quarantine.
To Changchun, Jilin province
From low-risk areas: report to their community and follow the arrangement of community staff.
From medium-risk areas: a 14-day home quarantine, three nucleic acid tests.
From high-risk areas: a 14-day isolated quarantine and a 7-day home quarantine for those with conditions for home quarantine, a 21-day isolated quarantine for those without conditions for home quarantine, four nucleic acid tests.
To Harbin, Heilongjiang province
From low-risk areas: a green health code.
From medium or high-risk areas: report to their community (village) or company or the hotel they are staying at, a 14-day isolated medical observation, a 7-day community health management period, three nucleic acid tests.
