The Wuhan Economic & Technological Development Zone (WHDZ) has launched an online service for business license applications in response to the novel coronavirus pneumonia outbreak, according to the official WeChat account of the WHDZ.
Because of the lockdown of Wuhan in Central China’s Hubei province on Jan 23, a businessman called Zhang had to stay outside his city and had no income for more than two months and his life was in trouble.
In order to get his life back on track as soon as possible, he took the initiative to find business opportunities in the city he was staying in. He had already found good sources of goods and sales channels, but urgently needed a business license to carry out an internet retail business and there was no way to upload the required materials online.
In addition, he had left the required materials for the application at his home in Wuhan.
So, he contacted the WHDZ’s bureau of administrative examination and approval.
According to regulations, the certificate of use of the residence is the core material for applying for a business license. The applicant should submit a real estate certificate, and those who do not have a real estate certificate should submit a house purchase contract, payment voucher and verification certificates for the completion of the construction project.
Zhang did not apply for a real estate certificate for his residence in the WHDZ -- and the house purchase contract, house purchase invoice and verification certificate for the completion and acceptance planning of his construction project were all placed at home.
Bao Jie, a staff member of the registration division of the bureau of administrative examination and approval, made full use of various big data platforms and through data screening she found "Wuhan Housing Transaction Ownership Registration and Contract Recording Information Query Results" with Zhang’s personal purchase information.
Zhang as then able to provide the receipt issued by the developer when buying his, as well as his bank statement. In order to ensure the authenticity of the auxiliary materials, Bao further verified them with the WHDZ’s real estate bureau, the residential property and the developer.
After ensuring that the information was valid, Bao initiated approval for Zhang. At the same time, Zhang gave a guarantee that he would replace the application materials with standard materials immediately on his return to Wuhan.
After submitting materials through the Hubei Provincial Government Service Network, Zhang received an electronic business license and could start his online retail business.
So far, the bureau has handled a total of 174 examination and approval service matters and conducted more than 151 online and telephone consultations. It opened fast track channels for dozens of epidemic prevention-related enterprises to handle registration, medical device filings and approvals for engineering plans.
