WHDZ pursues better service

The Wuhan Economic and Technological Development Zone (Hannan) recently rolled out a plan to improve its administrative service and investment environment.

It will implement a "three-handled" reform -- approval and examination procedures are to be "handled at once", "handled online", and "handled in one go".

According to the plan, administrative approval and examination procedures will be streamlined and the offline and online approval system will be combined to provide more efficient governmental services and promote the transparency of government information disclosure.

The plan -- mainly involving approval and examinations -- will help facilitate mass innovation and entrepreneurship. 

It also sets goals for the "three ‘handled’" policy. By the end of 2018, more than half of the applications will be handled by WHDZ authorities immediately as will all applications under the sub-district's jurisdiction.

The proportion of applications handled online is intended to reach 40 percent and 50 percent by the end of this year and next year, respectively.

Above 60 percent and 80 percent of those applications will be handled in one go, or as a non-stop process until completion, before the two deadlines.

WHDZ intends to upgrade its administrative affairs facilities and promote the construction of a "Smart Administrative Service Hall".

The plan anticipates that modern information technologies such as big data and cloud computing will be used to promote "Internet plus governmental service" and coordination between different departments.
